Instruction on the procedure for establishing and applying tariffs for telecommunication service packages for individuals

Tariffs are applied when determining fees for telecommunication service packages.
If the subscriber does not have access to the fixed telecommunication network to connect the service package, the subscriber pays the cost of arranging access to the fixed telecommunication network using the terminal subscriber device (one-time fee).
When connecting to telecommunication service packages, the fee for providing access to interactive and terrestrial digital television ZALA (one-time fee) is not charged.
Interactive television services are included in telecommunication service packages under the ZALA basic tariff plans: “Premiera” - as part of the packages “Optimum”, “Optimum plus”, “Universal”, “Express light”, “Express”, “Super express”, “Semeiny 3”, “Semeiny 4”, “Yasna 10”, “Yasna 10 Plus”, “Yasna 75”, “Yasna 75 Plus”, “Yasna 35 plus” on an additional set-top box. “Zala: all inclusive” - as part of the packages “Semeiny 4 Comfort”, “Semeiny 4 Dom + Datcha”, “Semeiny 5”, “Yasna 35”, “Yasna 35 Plus”, “Yasna 35 Dom + Datcha”, “Yasna 50”,“Yasna Igrovoy”,“Yasna 100”,“Yasna 100 comfort”,“Yasna light”, "Yasna 50 promo", «Semeiny 10» - on the main set-top box. “Zala: all inclusive HD” as part of the “Yasna 200” package on the main set-top box. “Standard TV” as part of the packages “Semeiny 4 Dom + Datcha”, “Yasna 35 Dom + Datcha” on an additional set-top box.
Internet television services are included in telecommunication service packages under the terms of the basic tariff plan “Kanapa TV” and the additional tariff plan “Premium” as part of the package “Yasna 50 SMART”; under the terms of the basic tariff plan “Kanapa TV” as part of the packages “Semeiny 15”, “Yasna Igrovoy SMART”; on the terms of the basic tariff plan “Kanapa TV” and the additional tariff plans “Premium” and “Bolshe TV” as part of the package “Yasna 100 SMART”
In the service packages “Econom” and “Universal” the number of minutes of telephone connections provided under the terms of the package, unused during the calendar month is not transferred to the next calendar period.
For the telecommunication service packages “Econom”, “Universal”, the provision of telephony services (subscription fee, payment of minutes of telephone connections in excess of those included in the package, access to information services, etc.) is performed under the terms of the valid agreement.
For the telecommunication service packages “Semeiny 3”, “Semeiny 4”, “Semeiny 4 comfort”, “Semeiny 4 Dom + Datcha”, “Semeiny 5”, “Semeiny 15”, “Yasna 10”, “Yasna 10 Plus”, “Yasna 35”, “Yasna 35 Plus”, “Yasna 35 Dom + Datcha”, “Yasna 50 SMART”, “Yasna 50”, “Yasna 75”, “Yasna 75 Plus”, “Yasna Igrovoy”, “Yasna Igrovoy SMART”, “Yasna 100”, “Yasna 100 comfort”, “Yasna 100 SMART”, “Yasna 200”, “Yasna light” tariffication of outgoing telephone connections not included in the service package (access to mobile, international, information services and etc.) is performed under the valid tariffs for the specified services.
For the telecommunication service packages of the “Yasna” and “Semeiny” lines, the subscription fee for the telephone in excess of the cost of the package is not charged.
Payment for restoration of access to the services included in telecommunication service packages is charged in accordance with the tariffs for the services of anytime access to the Internet (byfly).
When providing local, long-distance telephone connections, the procedure for applying tariffs is determined in accordance with the Instruction on the procedure for establishing and applying tariffs for public telecommunication and postal services, approved by the Resolution of the Ministry of Economy of the Republic of Belarus.
The provision of the service “Blocking of telecommunication services packages” is performed in accordance with the valid “Procedure for rendering services as part of packages” approved by the General Director of RUE Beltelecom.
The subscribers of the service packages “Optimum”, “Optimum plus”, “Universal”, “Express Light”, “Express”, “Super Express” of “Yasna” and “Semeiny” lines, which include interactive television services, when providing access to the interactive television on additional TV sets in excess of those included in the package, the fee is charged for additional TV sets in accordance with the tariffs for ZALA interactive television services. The subscribers of the “Yasna” and “Semeiny” line packages, which include interactive television services, the fee for an additional TV set (in excess of the one included in the package) under item 3.1.1 of Annex 39 “Tariffs for Interactive television services (ZALA) provided to individuals (except individual entrepreneurs)” is charged using the coefficient of 0.8 to the established tariff.
The service packages “Express”, “Super Express”, “Semeiny 3”, “Semeiny 4”, “Semeiny 4 comfort”, “Semeiny 4 Dom + Dacha”, “Semeiny 5”, “Semeiny 15”, “Yasna 35” , “Yasna 35 Plus”, “Yasna 35 Dom + Dacha”, “Yasna 50”, “Yasna 50 SMART”, “Yasna 75”, “Yasna 75 Plus”, “Yasna Igrovoy”, “Yasna Igrovoy SMART”, “Yasna 100”,“Yasna 100 comfort ”,“Yasna 100 SMART”,“Yasna 200” are provided to the extent technically feasible.
The fee for setting up a Wi-Fi network for the subscribers of the telecommunication service packages is charged in accordance with the tariffs for the services of anytime access to the Internet (byfly). When setting up a Wi-Fi network concurrently with the initial connection to the Internet services, the fee is not charged.
New subscribers are not connected to the telecommunication service packages “Econom”, “Optimum” as of January 28, 2014, to the telecommunication service packages “Optimum Plus”, “Universal”, and “Express Light” as of October 10, 2016, to the packages “Yasna 10” and “Yasna 10 plus” as of December 22, 2017, for the package “Express” as of September 1.
The service “Turbo Button” is provided to the subscribers of the telecommunication packages “Express”, “Super Express”, “Yasna 10” and “Yasna 10 Plus”, “Yasna 35” and “Yasna 35 Plus”, “Yasna 35 Dom + Dacha” , “Yasna 50”, “Yasna 50 Smart”, “Yasna 75”, “Yasna 75 Plus”, “Yasna Igrovoy”, “Yasna Igrovoy Smart” connected using GPON technology, in accordance with the tariffs for the services of anytime access to the Internet (byfly).
The service packages lines “Yasna”, “Semeiny” are organized using subscriber numbers of the IMS platform.
As part of the service packages “Yasna 35”, “Yasna 35 Plus”, “Yasna 35 House + Dacha”, “Yasna 50”, “Yasna 50 SMART”, “Yasna 75”, “Yasna 75 Plus”, “Yasna 100” , “Yasna 100 SMART”, “Yasna 200”, “Yasna Light” the subscriber is provided with access to the Internet using Wi-Fi technology according to the tariff plan “Svobodny Wi-Fi” at no additional charge.
The “Smart Home” service is provided: as part of the service packages “Semeiny 4 Comfort”, “Yasna 50”, “Yasna 200” under the terms of the basic set of equipment at no additional charge.
As part of the service package “Yasna 100 Comfort”, the service “Smart Home” is provided under the tariff plan “Svobodny” with provision of a controller and any three devices (sensors) chosen by the subscriber, except for a video camera.
When connecting to the telecommunication service packages “Semeiny 4 comfort”, “Yasna 200”, “Yasna 50”, the fee for setting up the basic package of the “Smart Home” service (one-time fee) is not charged.
The additional service “Providing for use the Smart Zala set-top box” is avaible to the subscribers of the “Yasna” service packages line with the included ZALA Internet television service.
Blocking of access to telecommunication service packages for individuals, legal entities and individual entrepreneurs is performed in accordance with the Procedure for rendering services as part of packages.
Voluntary blocking (free of charge) is granted for the period of 15 or 30 calendar days. The total time for voluntary blocking shall not exceed 30 calendar days per year.
Paid blocking of services is provided for 15, 30, 45 and 90 calendar days. The total time for using the paid blocking service shall not exceed 90 calendar days per year.
